Do prosperity and personal freedom bloom together? The Private Civil Liberties Index as flowers.

Seeds of Freedom: 30 flowers placed by GDP per capita and population, petals showing the civil liberties index from 1900 to 2024

Introduction

Do prosperity and personal freedom bloom together?

Private Civil Liberties Index measures how freely individuals can live their personal lives without government interference — like seeds carried by the wind, these freedoms determine how far personal choices can travel and take root.

Among the world’s 30 wealthiest nations by GDP per capita PPP (2024), we explore whether prosperity and personal freedom bloom together.
